How do they decide whether or not to give the loan?

I am having some trouble paying for school, the financial aid I received from the school isn’t enough, and if I work any more hours at my part time job my studies will suffer. I am wondering if it would be possible for me to get a personal loan to cover my expenses until summer break. How do they decide whether or not to give people personal loans? Would I qualify since I wouldn’t be able to pay very much back before the summer? I would only be able to make small payments each month, though I should be able to pay off the balance once I go back to working full time in the summer.
