Even though it may not be easy to locate powdered homemade soap recipes, you can still develop your own procedure.  In particular, you may want to try taking a very hard soap and pulverizing it.  If the resulting flakes are still too soft, you may want to see if air drying will be of some help.  From there, you may want to try pulverizing a second time.  In most cases, you can duplicate any form of soap right in your own home.  While it may take some trial and error, eventually you should come up with a recipe and process that suits your needs.
